Mr. Irizarry graduated Magna Cum Laude, second in his class, from InterAmerican University Law School in 1976. He is a former Associate Director of the IAU Law Review. As an honor student, he represented the IAU Law School before the Committee On Continuing Legal Education of the Puerto Rico Bar Association, of which he is an active member.

He is admitted to practice at the Commonwealth of Puerto Rico Courts and also at the United States District Court for Puerto Rico. Mr. Irizarry is a Sustaining Member of the Federal Bar Association.

Mr. Irizarry is a former member of the Francis & Doval law firm, formerly known as Trías Monge Francis & Doval; also a former in-house counsel and attorney for a group of insurance companies. And has served as member of the Committee on Insurance Legislation of the Association of Insurance Companies Incorporated in Puerto Rico (ACODESE); and also as member of the Insurance Committee of the Puerto Rico Chamber of Commerce.

He has represented PHICO Insurance Company, the Puerto Rico Insurance Guaranty Association and Seguros Triple S, Inc. in medical malpractice cases around the Island, at the local and also at the U. S. District courts. He has also represented other local insurance companies, as well as self-insured entities and individuals, in the defense of injury and general liability cases.

Mr. Irizarry has served as Chairman of the Committee on Legislation of the Puerto Rico Chamber of Commerce. Also, as Secretary and as Third Vice President of its Executive Committee. He was nominated as Chairman of its Board of Directors in 1983 and renominated to the Board of Directors in 1985.

As Chairman of the Committee on Legislation, he coordinated the P.R. Chamber of Commerce's First Legislative Program and the lobbying efforts which followed for the approval of the proposed bills; among them the inheritance tax exemption law. He also coordinated two Legislative Forums for the entity, with the Chairmen of the most important Senate and House of Representative committees related to the commercial sector.

He has also served as Chairman of the Subcommittee on Economic Laws, under the Advisory Committee to the President of the Senate of the Commonwealth of Puerto Rico, mainly composed of former presidents of the P.R. Chamber of Commerce.

Mr. Irizarry also served as Consultant to the Office on Legislative Affairs of the Governor of Puerto Rico, mainly in relation to the Administration's Economic Development Measures; also in the planning of a more effective Lobbying Strategy, which included a much more effective access and closer ties of collaboration with the Secretary of the Senate, and the Secretary of the House of Representatives of the Commonwealth of Puerto Rico.

He has served as member of the Governor's Committee on the Development of the Commercial Sector. Also as Delegate to the Governor's First Conference on Small Business, appointed by the P.R. Chamber of Commerce's President.

He has also served as Chairman of the Committee on Family Law of the Puerto Rico Bar Association.

Mr. Irizarry has served as Secretary of the Metropolitan Opera House National Council for the District of Puerto Rico.
