HISTORY OF THE ORGANIZATION OF PUERTO RICO MANAGEMENT AND ECONOMIC CONSULTANTS, INC.

 


PRMEC was organized by its principals in 1972, to practice in the fields of preparation of feasibility studies, economic and financial analysis, market and demand analysis, economic planning, social planning, project and program evaluation and transportation planning.  The firm has been operating since 1972 and has provided counseling services to a large number of government institutions and private firms.

PRMEC has conducted more than 600 studies in such functional areas as planning of mass transportation system, including financing of system.  PRMEC has assisted the Metropolitan Bus Authority in seeking funds under the UMTA legislation, including the funds for capital projects and for operating purposes.

PRMEC has conducted a number of studies for Puerto Rico Planning Board in the fields of Federal funds, problems of employment and unemployment, organization of Southwest plan and the necessary organizational plan and its implementation.

PRMEC has already conducted a number of studies for the MBA.  The studies already conducted are:

 

1.      A study on Financing of the Metropolitan Bus Authority.

2.      A Note of the Rapid System of San Juan the Services of the MBA.

3.      Financial needs of the MBA under Four Alternatives Related to the proposed SJMA Rapid Transit System.

4.      Impact of the Change in the Legal Status of the MBA on its Operating Deficits.

5.      Immediate Financial Needs of the Metropolitan Bus Authority of Puerto Rico.

6.      MBA - Projection of Passenger Average Fares, Fare per Passenger, Bus Miles and Cost of Operating the System.

7.      MBA - Application of the U.S. Department of Transportation for Operational Assistance Grant Under Section 5 of the Urban Mass Transportation Act of 1964, as amended.

8.      Application of the U.S. Department of Transportation for Federal Highway Administration Funds under Section 142 (a) (2) Title 23 U.S.C. (AMA).

9.      Need and Formula for tying Wages and Productivity of AMA Employees.

10.  To provide Operational Assistance to the Metropolitan Bus Authority.

11.  Annual Program of Projects for Use of Funds Under Section 5 of the Urban Mass Transportation Act in the San Juan Metropolitan Area - FY 1976-77. 

 

Also, PRMEC conducted the following related studies.

 

1.      Four-Year Plan for Police Traffic Services, Highway Traffic Safety Commission and Police of Puerto Rico.

2.      Four-Year Plan for Highway Safety in Puerto Rico, Highway Traffic Safety Commission.

3.      An Evaluation of Transportation Function of Puerto Rico Police.

4.      Four-Year Economic and Social Development Plan of Puerto Rico.

5.      Four-Year Plan for Pedestrian Safety in Puerto Rico, Highway Traffic Safety Commission.

6.      Five-Year Plan of Career Education of the Puerto Rico Department of Education.

7.      Four-Year Comprehensive Plan for Emergency Medical Services Related to Highway Accidents in Puerto Rico.

8.      Four-Year Plan for the Police of Puerto Rico.

9.      Helicopter Ambulance, Department of Health.

 

In addition, PRMEC has conducted a large number of studies in areas relevant to the present proposal.  A list and brief description of these studies is provided in the Appendices.
