A LIST OF STUDIES

 

1.      A Cost Effectiveness Analysis of the Vocational and Technical Education Program in Puerto Rico

 

This study was designed to conduct and determine a cost effectiveness analysis of AVTE, to determine the impact of the program, and variations in unit costs of vocational and technical education programs.  This study identified factors contributing to variations in unit costs and arrayed programs from the highest rated utility function to the lowest.  The study included an analysis of the conceptual and methodological aspects of cost effectiveness.  In the preparation of the study we used the computer facilities of the Commonwealth Department of Education.

 

2.      A Feasibility Study for a Major Entertainment Development in San Juan

 

The Consultants conducted a major study to determine the overall economic feasibility of a major entertainment and recreation development within the San Juan metropolitan area.  Included in this analysis were the basic consumption habits of the population for this type of activity, the projected growth and population distribution within the market area for this project, the projection of future consumption expenditures for this type of activity, an analysis of the construction costs for this type of activity, recommendations as to what should be included as a part of this complex, projections for the sales of this complex, projection of profit, loss and cash flow, and a determination of the feasibility of proceeding with this project.

 

3.      Planning, Evaluation, and Data Gathering for Decision Making

 

A number of paper were prepared for the AVTE, articulating the role of data compilation in planning and evaluation process of the Commonwealth Department of Education.

 

4.      Impact of Industrial Development Program on the Social and Economic Development of Puerto Rico

 

PRMEC prepared a detailed study on the impact of the industrial development program on the economy and society of Puerto Rico and made recommendations mitigating undesirable effects and encouraging the desirable effects.

 

5.      PRMEC has Recently Been Appointed Consultants to the Puerto Rican Maritime Shipping Authority

 

This contract is to provide the Authority with professional research and consulting services.  These services include the economic effects of changes in commodities, freight rates, feasibility of adding new routes or services, the comparative costs of different vessels and container modes.  The cost effectiveness of innovations in cargo handling, transmodal transport   requirements, feasibility planning parameters, international trade agreements, and relations with the maritime unions.

 

 

6.      Manpower Demand and Supply Analysis for the San Sebastian Exemplary Educational Project

 

The officers of PRMEC evaluated the project and prepared manpower demand and supply analysis for the project.

 

7.      Market Analysis for a Resort Community On the East Coast of Puerto Rico

 

This study included a feasibility study on constructing a major resort area in the East Coast of Puerto Rico.  Travel patterns, availability of various modes of transportation, income levels, motivation and customs were all considered in identifying the potential of this resort community.  The project included two hotels and a variety of recreational facilities.

 

8.      Determination of the Total Market for Specific Construction Material in Puerto Rico

 

A major construction materials company in Puerto Rico requested that the consultants undertake a study to determine the overall market for one of their construction materials.  The consultants analyzed the existing and past market for this product through an analysis of manufactures and imports.  The consultants also analyzed the end-use of this material and the major types of activities in which this product is utilized.

 

9.      Evaluation of the San Juan Youth Development Program

 

This study prepared a critical evaluation of the objectives of the project, implementation plan, deficiencies and inconsistencies in the project, and recommended measures to overcome deficiencies and shortcomings.

 

10.  Evaluation of Learning Resource Center

 

An officer of the firm conducted a detailed evaluation of the Learning Resource Center of the Commonwealth Department of Education and made recommendation in order to disseminate the experiences of the Center to the rest of the Department.

 

11.  Program Evaluation Review Technique (PERT)

 

Methodology and technique of  PERT as applied to a major youth development program has been developed.  The emerging system would permit a continual and periodic evaluation of the program, as well as projects.

 

12.  Emergency Medical Services Plan

 

PRMEC evaluated the emergency medical services of Puerto Rico, prepared a detailed plan, including the training and retraining of para-medical personnel.

 

13.  Cost of Proposed Universal Health Plan for Puerto Rico

 

The consultants analyzed and evaluated the projected cost estimates for the proposed Universal Health Plan.

 

14.  Evaluation of Needs, Goals and Strategy of the AVTE

 

PRMEC assisted the Commonwealth Department of Education in developing a study which consisted of a policy document to which the new programs may be fitted.

 

15.  Impact of Tax Exemption Program on Economic Development and Social Justice in Puerto Rico

 

The tax exemption program is a backbone of the economic development of Puerto Rico.  PRMEC conducted a study for the Tax Reform Commission identifying the direct and indirect impact of the program on the individuals, government, and society or Puerto Rico.

 

16.  Study on Improving Overall Planning, Evaluation, and Information Capability of a Municipality

 

This study enabled the Municipality of San Juan to improve its planning, evaluation and data gathering capability.

 

17.  Four-Year Economic and Social Development Plan of Puerto Rico

 

An officer of the firm prepared the first Four-Year Economic and Social Development Plan of Puerto Rico.  This plan included the chapters on overall goals of Puerto Rico, economic and social goals, including those concerning justice and correction system.

 

18.  Planning Process, Program Budgeting and Management Information System for the University of Puerto Rico

 

An officer of the firm participated in the preparation of this study, which called for the establishment of a Management Information System.  The system was to be used to evaluate the effectiveness of the different programs carried out by the UPR in different colleges.

 

19.  Economic and Financial Evaluation of A Multi-million Property Condemned by the Government of Puerto Rico

 

The study covered an analysis of social and economic factors affecting the land, railroad, and sugar mill properties.

 

20.  Four-Year Plan for the Police of Puerto Rico: 1969-1974

 

An officer of the firm helped the Police to prepare its first medium term plan covering such aspects as patrolling, apprehension of criminals, crime investigation, court testimony, and such supporting activities as communications system, transportation system, training, and planning and evaluation system.

 

21.  Five-Year Police Plan: 1975-1979

 

This Comprehensive plan evaluates the Police performance of the past four years, identifies problems, articulates goals and objectives, and presents programs and projects necessary to realize the objectives.

 

22.  Police Traffic Services Plan: 1975-1978

 

PRMEC assisted the Police in the preparation of this plan.  The plan covers all the problems related to highway communications, allocation of police personnel, reporting, court evidence, transportation system, etc.

 

23.  Market Analyses for Various Types of Residential Construction

 

PRMEC has conducted several market analyses for various types of residential construction projects.  The consultants analyzed the market for a proposed condominium to be constructed within the Isla Verde area of Puerto Rico.  Based upon the analysis of the general economic situation, the demand for housing units within this area and the existing and projected supply of housing units for this area, the consultants determined that it was not a propitious time for the construction of condominiums to the situation which now exists and which was forecast in the consultants study.

 

24.  A Scheduling System for a Chinaware Manufacturing Firm

 

The Consultants developed a scheduling system for the production process of a large manufacturer of chinaware in Puerto Rico.  This scheduling system analyzed the demands for various types of products, the type of equipment utilized in the production process, the efficient production runs for various types of equipment, and the constraints of batch processing for raw materials for the process.

 

25.  Evaluation of the Production and Marketing Aspects of a New Product in Puerto Rico

 

The Consultants evaluated data supplied for the production costs, the prices of competing products, the sales of competing products, and verified the costs and equipment required for the production of this new product in Puerto Rico.

 

26.  Feasibility Study for the Establishment of a Center for Industrial and Handicraft Products

 

This study included an analysis of the handicraft products and industry within Puerto Rico, the identification of several possible opportunities within the handicraft or light manufacturing industry, the determination of the available market for those products identified, and analysis of the production costs, and an analysis of the financial and economic returns as well as the cash flows that could be expected from each of the alternatives.
