
RESUME OF DR. MOHINDER S.
BHATIA
Dr. Bhatia is an Economist and has had extensive experience in problems on economic growth, urban land policy, taxation, marketing, shopping centers, feasibility analysis, education programs and police planning.
Dr. Bhatia has had over 30 years of professional achievements in the capacities of professor, lecturer, economic advisor to foreign governments, planning advisor at the Puerto Rico Planning Board, etc. The following are some of his major achievements and areas of proficiency:
Achievements
Prepared a report for the Department of Commerce of the Commonwealth Government dialing with the creation of shopping centers in Puerto Rico. The report dealt with the problems which small retailers were confronting.
Assisted by nine economic and social planners, he prepared the first four-year Economic and Social Development Plan of Puerto Rico. The Plan covers almost all the major aspects of Puerto Rican society and economy, namely, manpower, financial, regional, industry, agriculture, education, housing, health, social welfare, utilities and tourism. As Coordinator of Federal programs, he coordinated and negotiated more than $25 million of grants-in-aid from the Federal EDA for various agencies of the Government of Puerto Rico.
Advised the governments of Central American countries in their efforts to develop their economies and improve the social welfare of the people. As development advisor to the Economic and Coordination Council of El Salvador, he developed their 5 Year Plan, assisted in studies and legislation on the application of minimum wages to the agricultural sector covering 60 percent of the total labor force of the country and designed a lunch program for more than 500,000 school children.
As senior economist and chief of the Planning and Programming Division of the Organization of American States, he provided short-term t cal assistance to the member countries and helped the Committee of Nine of the Alliance for Progress in the evaluation of policies, programs and projects of the Latin American Republics.
Conducted major studies on taxation, tax evasion, redistribution of income through fiscal systems, shopping centers, economic growth, and urban land policy (the latter created the Land Administration of Puerto Rico).

ü Feasibility of establishing compulsory pension plans for the private sector.
ü Curriculum for the Police Academy of the Department of Police.
ü Feasibility study for payment of wages by check.
ü Evaluation of the intangible assets of an expropriated shipping firm.
ü Prepared feasibility and marketing study for the manufacture of cement by a multi-billion dollar company in a Caribbean country. The study covered the entire Caribbean, Central American countries, Venezuela, Colombia, Jamaica, and British Honduras.
ü Prepared a feasibility study for the manufacture and distribution of an important product used in printing and publishing industry. The marketing area covered was the United States and Canada. Included in the study was an analysis of cash flows, investment, production and distribution costs.
ü Prepared an analysis of the market for communications equipment in the metropolitan areas of San Juan, Ponce, and Mayaguez for a billion dollar U.S. electronic company.
ü Assisted the Puerto Rico Highway Authority in determining needs and sources of funds.
ü Study of the market for high priced second homes conducted for a construction company.
ü Participated in an information system design for policy makers and planners for the University of Puerto Rico and its various campuses.

Dr. Bhatia received a doctorate degree in Economics from Lucknow University, Lucknow, India, in 1956. He received a M.A- in Economics from Lucknow University in 1953.
Dr. Bhatia has -taught courses at the Graduate Department of Economic of the U.P.R. and Graduate School of Administration - U.P.R., in the areas of Fiscal Policy, Monetary Policy and Economic Policy. Presently, Dr. Bhatia teaches courses on Planning and Development of Projects at the Interamerican University.
Dr. Bhatia is an Economic Advisor to the Government of the U.S. Virgin Islands. He is also an Economic Advisor to the Puerto Rico Chamber of Commerce. He has been an Economic Advisor to the "San Juan Star" and "El Nuevo Día".
